Greater Bendigo does not publish its own numeric clearance widths, setbacks or reflector specifications in the local law text. Instead clause 3.4(b)(i) of the Community Local Law 2023 incorporates the state standard by reference: the ‘Vic Roads Code of Practice for the Placement of Waste Bins on Roadsides 2001, with any amendments or its successor is incorporated into this Local Law’, so the safety, visibility, retro-reflective marking and identification rules in that Code are the operative placement constraints. The Code itself covers safe placement, visibility including retro-reflective marking, identification and responsibilities, but the specific numeric figures inside it are NOT FOUND (the VicRoads PDF link now returns a 404 and the replacement Transport Victoria page only summarises it). The constraints that are published in black and white are: public liability insurance to a sum specified by Council must be provided by the bin owner; a five penalty unit fine for placing a skip on a road or road reserve without a permit; and builders’ refuse must be removed within 7 days of completion of the building work or issue of an occupancy permit, whichever is later. Numeric setbacks, duration limits for a domestic skip, night-time reflector rules and neighbour notification requirements are NOT FOUND.
